Carr Square later became a testing ground for public housing projects in St. Louis and for the country as a whole. The earliest housing project in the neighborhood was Carr Square Village, a low rise development that was built in 1942 for low income African Americans families. As years past, Carr Square Village became one of the first public housing projects to convert from management by the local housing authority to a program of tenant management which spurred growth throughout the entire Carr square neighborhood. In 1954 thirty-five high rise towers were built to house large groups of displaced African Americans. This Development was called Pruitt Igoe.
