This near Northside neighborhood is bounded by Cass Avenue on the North, Cole Street on the South, North Tucker Boulevard and North 13th Street on the East, and North Jefferson on the West.

History of Carr Square

The Depression and World War II brought large numbers of African-Americans to central portions of the city in search of a better existence from rural areas of the south. Carr Square later became a testing ground for public housing projects in St. Louis and for the country as a whole. The earliest housing project in the neighborhood was Carr Square Village, a low rise development that was built in 1942 for low income African Americans families. As years past, Carr Square Village became one of the first public housing projects to convert from management by the local housing authority to a program of tenant management which spurred growth throughout the entire Carr square neighborhood. In 1954 thirty-five high rise towers were built to house large groups of displaced African Americans. This Development was called Pruitt Igoe. Vaughn Family Apartments were built to the east and all 3 developments served as a catalyst for tenant rights, equal opportunity and activism throughout the entire Carr Square Neighborhood which shaped the legacy of public housing throughout the country.
